Here is how something like my model could operate if Fred accused Sam of point dumping
1. Possible the C & A people might see the point dumping accusation as something obviously not worth looking into, calling it frivolous , vexatious or obviously without foundation,whatever. IF that is the finding the accuser Fred, should be notified and have some right of appeal.
2. More likely, IF the point dumping allegation is deemed at least worth looking into, it should be looked into ,by appropriate means, respectful of rights -probably start by looking at the various games Fred has accused Sam of point dumping in and looking at various games Sam is in or has been in for the last while ?- AND THEN Sam is informed of the allegation AND the evidence and given a right to reply. That part of the process -the look into and letting Fred know of the allegation and evidence- should be done in a relatively short period of time- should take at least a few hours, a few days is quite likely, a few weeks pushing it?
3. Following the look into and a reasonable consideration of the reply,a report is made in the C & A forum giving a fair account of the allegation, look into and the reply followed by:
-the matter can be dismissed, Sam the "accused" "cleared "or whatever
---OR__
a verdict of guilty pronounced on whatever counts and the sentence announced- Sam gets a warning, gets suspended for a period of time, gets points and medals stripped?
with both the accused Sam and accuser Fred informed of what happened AND both accused Sam and accuser Fred having a reasonable right of appeal.
