OT Service Enlistment Medal

Concise description:

- sponsor a medal for best new OT regular

Specifics/Details:

- Every three months a sticky post in the OT forum would ask OT regulars to vote from a list of members whose first post to OT was within the preceding 90 days and who had accumulated at least 25 posts in that time.
- The person who received the most votes would receive a specially designed medal "OT Service Enlistment Medal."
- The winning person will also receive a check for $10,000. (optional element)
- add sound effects to speed games with a toggle on/toggle off feature

How this will benefit the site and/or other comments:

- It will stop the tumbleweeds from blowing through quite as frequently.
