The policy? You mean the tournament setup? It's all in the first post. 128 players: 32 from qualifiers and the rest from sign ups in this thread.

Well, i was critisizing the fact that its limited, and the selection policy based on number of games played. I wouldnt mind playing qualifiers, but they were full already when i checked. I guess i was too late for that..
