Redrawing existing map?

I asked it already, but now a bit different question

Is it OK without author's consent to use map layout as base (example use Feudeal Epic to draw the borders as they are on that map to create Feudeal Epic part 2)
Of course the landscape & bonuses would be different, but the regions would be the same (like Age of Realms 1,2,3)

If i mean to draw something like that, do I still need their approval?
