to put it simply - yes.... you forgot the password and therefore created another account therefore you created multiple accounts aka multi.

There are ways that you could have utilised to get back into your old account which you did not use so you are quite simply put - in breach of the rule. I expect that the hunters will therefore act accordingly

I had stopped playing because he is presenting himself fraudulently.
That is a pure violation.
His dishonesty has cost me 59 points, of which I would like replaced.
