Looks like Conquer Rome is leaning TFFS.
Which means it comes down to Waterloo, 20-20.

Waterloo appears to lean TNC for the war win, TNC 21 TFFS 20.

Wow, TNC 22 TFFS 19. I was expecting 21-20 not long ago, that game seems to have shifted quite a bit.
