I still maintain that if you're not inviting noobs to your games and so they're just joining a public game, you shouldn't be punished as you're not at all controlling who may or may not join your game. I really believe the C&A mods screwed the pooch on that precedent.
For me, it's when the invite system is being used OR the individual who is "farming" is the one joining the games that already have the noobs in them that's a problem.

Once again, this is not stated anywhere in the rules. If there is a limit then there should be a note addressing it or a hard limit implemented by code. If the only reason bringing attention to 5 player games is NRs, then they should address it from that direction rather than from the creators of the game. the guy changed maps because he's not an idiot, and thought he could skate the rule...
quick... make 20 games on 20 different simple maps with these settings "no spoils, adjacent reinforcements" (make sure the map isnt stupidly simple like lux)
no psycho is going to join more than maybe 1 of these games while they are on the back page... and within 15 minutes, they are gone baby gone off the back page and just waiting a day or 2 on the new recruit train to roll in...
You are making assumptions regarding another players intent, dramatizing it to make it sound like it was his intent to farm. Either way, he should be able to create the games that he enjoys playing without being subject to this. There are too many possible solutions for this perceived issue for it to have to depend on a vague statement of a rule.
