It's mainly a stylistic thing. I've tried them with a solid colour at some point and it really didn't fit the style of the map, at all.
In fact, see for yourself...
Now, I'm only showing this version to show that I'm not just saying "I tried that already"... but I think it looks horrible, and I definitely want to keep the current mountain style - it's the one everyone is most satisfied with.

One thing you could try is copying the solid mountains, pasting them over the clear mountains (or not that might be a needless step) and lowering the opacity to around 50%. Just to give it a little more distinction while keeping the "flow"
