I don't think so, I've already reduced the amount of 3-region bonuses a lot on this map. Adding another region to Britain would also make it really cluttered and messy, and it wouldn't really do that much - it'd just be one extra territory to take. However, if this really is an issue, I can add a sea route between Ireland and France. This way whoever takes Britain will have to also take France to cut the border count to 2, so it's effectively the same thing as adding another region.

Not all the areas on the map need to be attractive though. There can be some hard bonuses, I think. Besides the changes you suggest don't reduce the borders of the area, and wouldn't make it any easier to defend.
However: I could add mountains between Caucasus & Volgograd and add a 1-way assault from Caucasus to Volgograd... effectively reducing the borders of Middle East by 1, and making it a bit easier to hold. How's that sound?

EU-membership isn't a factor in deciding the bonus divisions. Turkey is negotiating for EU membership as well and I still wouldn't make it part of Europe. Also, adding Cyprus to Mediterranean would mean I'd have to connect it to Greece and it would mean one extra border for Middle East.
