Why ? It's for you to come up with the evidence! So if you don't point us out the games and why the ratings are wrong/abuse , I will mark this one closed.

Looks like most of the ratings in question are due to Game 9371719. Large multiple player game with truces and lots of chat.

It would appear he rated vindictively. Must have gotten really mad.
