I'm leaning towards them not being multis. For one, they have a 4-3 record in the head to head games, and if you make a multi you are doing it to improve your score, not split a bunch of games. Also reading some of their game chats, it seems as though they have been in contact with CC about clearing up that they are maybe related. They seem to only play in doubles with each now as well. the fact that they have full game chats in all of their head to head games, would also lead me to think they were not the same person. here are a few of their chat logs, with mentions of account issues bolded:
