Is there an upside to reducing the number of cities? Does the map look cluttered to you natty, because for me it seems fine but then I've been looking at The Struggle For Oil map recently
Certainly you wouldn't want to reduce the number of cities too far, as they are the primary source of bonus income on the map, particularly for the Nationalists.
And also having multiple cities on one province actually does serve a purpose, since it makes taking the province more useful than others, a means of defending 3 cities at once (if there are no railroads, which is the case with Sichuan). So, knowing very little of Chinese geography in the 1940's, was Sichuan an important province? If so, I'd say keep it as it is... it is as easily accessed by the Communists as the Nationalists so it really doesn't imbalance anything. Plus, I rather think that Mao is getting the shaft right now when compared with the starting positions of his fellow Communist generals.
