He didn't receive the PM. Someone else in the game received it, and alerted everyone else in the game that he had gotten a PM. Obviously he didn't really care since he didn't open a report.

Ok I see, I must have read it wrong. Unless we have a PM about this theres not much I can do unless the PM is reported. I have messaged the player the message was sent to. We will see what comes of it.
