That's how the borders were at the time, I think. At least, that's how they were in an 1883 map I traced for this map.

And yes, Corsica belongs to France althought in those years it was more Italy than france (the french language was imposed by law ). I think that your decision is good (also the values) but i've sent a PM to Evil DIMwit for a check, since he stamped the map for gameplay.
