If there really are 24 regions, you shouldn't have left over neutrals. 24 divides evenly.

Okay, I've counted now and the numbers you have posted for the drops on your first post are off by 1. There are only 23 regions open for deployment
This is a problem, as it means that for 8 players there will be only 2 regions each.
I suggest one of two ways of fixing this:
(1) Add another region somehwere that will be open for deployment, or
(2) Turn a currently neutral region into an open one- I suggest an outside country, one most likely to interfere/has interfered with Peru

I think Rhi0's aim is to put the bonuses a little more on the low end, which I think is a good idea considering how small the map is and how devestating any bonus could potentially be to opponents, especially with Team, Nukes or No Spoils games.
The only glaring difference in your numbers, Natty, and the ones on the map is the N. Desert, and that number needs a caveat: if a player holds Cajamarca, it protects all the "border" regions for that bonus except one. So it could be argued that the bonus area only requires a player to hold 2 border regions (Cajamarca and Ancash), but comprises 6 total.

On a side note, it's a good idea not to have "left over" neutrals on the map, since there's no way for someone who hasn't been following the thread to tell which regions are starting neutrals and which ones were randomly neutral from the drop.
If you can get the number of regions up to 24, I'd like to sticky this and send it to the Map Surveyors for review , but the first post must be clear. So list any starting neutrals, and make sure the map is relatively self-explanatory (no left over neutrals, for instance).
