I find it hard to believe that somebody can give fair ratings when they don't take any of their turns.

Could it be a case they have another account, where they have bad ratings?

This feels like somebody giving bad ratings deliberately and out of spite.

While I have good ratings otherwise, where one person giving one star doesn't harm them, I still feel the ratings need to be withdrawn.

Foe him unless you want to wait 3 * 24 hours until he is kicked, then to be given 1 star ratings for no reason.
