In our (escalating spoils) speed game, Biff Weissglut intentionally missed two turns in a row so that he could gain an advantage with deferred troops and cashing a card set worth more than it would have been. Relevant section from the game chat:

2010-01-14 15:25:09 - winner takes all: deadbeat alert!
2010-01-14 15:26:38 - Mr.Vince: Not playing any of his speed games...
2010-01-14 15:27:38 - winner takes all: he'll pop up with 2 x deferred troops and a spoil set
2010-01-14 15:32:16 - winner takes all: see....
2010-01-14 15:32:31 - winner takes all: it's not cool to deadbeat Biff
2010-01-14 15:32:33 - Mr.Vince: How convenient
2010-01-14 15:32:41 - Biff Weissglut: well read

As supporting evidence for this game, we note that Biff's two missed turns occurred at 15:19 and 15:28. Later in the chat, Biff claims that he was cooking and that this is why he missed his turns. However, this is contradicted by the fact that in two separate games (Game 6279385 and Game 6279410) Biff made a move at 15:20.

Later on in the chat, Biff then flamed us (the three other players in the game) for accusing him of cheating :

This is not the only game that I've played where he's done this. I reported him following this game.

Deadbeating occurs after three consequtively missed rounds, hence, there was no deadbeating in this game. Missing a turn or two may not be ideal, but it's just a tactic. You should have played accordingly. Further, those game chat statements hardly amounts to flaming (if you go on bashing someone, I suggest that you grow some hair).

this is a much known tactic that is widely used amongst some players.

It is not condoned, but it is also not against the rules. Just as reporting people's positions and troop counts in a fog game this sort of method is considered poor form but is not a violation.

Rate/Foe as you see fit.

Intentional Deadbeating is when a user misses 3 consecutive turns and gets booted from the game, essentially giving away his points/effort while there is proof that he/she was around during those periods to take his/her turns and didn't. Proof comes in the form of posting in forums/game chat(s) or taking turns in other games.
But seeing as he didn't miss all 3 turns this is not the case here. As said above Rate/Foe as you see fit.
