What about setting a turn limit and/or a domination victory condition?
For example, if a game reaches turn 50, domination victory condition gets enabled. From that moment, it won't be needed to conquer 100% of the territories. It will be enough to conquer 66% of territories.
Great idea, I impose this on all of my tournaments.
But a few ideas:
Sometimes, I have used or played in tournaments where the time limit means you "Go to BOB" and use the relative strength indicator. Only works for sunny though.
Or, I have played in tournaments where after a certain number of rounds the game just ends, no points for anyone.

Player strength is calculated using the following formula:
Total Armies + (Armies Due x Missed Turns) + (Probability of Holding Card Set x Card Set Value) - (2/3 x Territories Held)
I think I like that idea after a set number of rounds. Especially since we have some large complex maps (such as Conquer Man) chosen for the tourney already. Thanks for pointing that out, Oliver. I'm going to watch the current Conquer Man game and see how that's looking, I'm not sure that 50 rounds is long enough for a clear winner to emerge on that map. Comments?
