It is one person. Each account takes turns at the same time. I think a simple ban of both accounts would be the fair decision.

i dont agree with that.. its very possible they wait for each other to take turns to discuss.. there is certain games i do that with my partners.. anyway, u could be right.. i just think if they were multis they would be trying to gain points in a different way then playing doubles on the same team.. they just arnt abusing the system and doing what all mods ask all players playing in the same household to do.. play as a team so there is no abuse or any natural way to give the one u know the edge..
again mods will put down the hammer soon enough

Ultimately if they didn't report via eticket that they were playing from the same household, per the rule, they are to be banned. I'm just quoting the rule.

When two or more accounts are coming from the same IP, the assumption will be that they are not multis but instead that they are two or more distinct users. They will be cleared, they will not be banned.
