Joined CC within two hours of each other, and just joined the same game within 10 minutes of each other.
Please check this out. I just thought this looked suspicious.

Not to mention they have another game with each other, however different countries. So a proxy is possible, but if they're dumb enough to not be able to follow rules...

The more I look at this, the less I think they are multi. But I'm still not sure... :?

Disagree. I think that they were both new players who stumbled upon the same game by coincidence; somehow newbies find the same game/game type most of the time (i.e. usually there are more than one ? in a game).

Very doubtful. With each other anyway. Diff countries. Diff recent log ons.
