Yes, he does seem to have a history of rating people with all ones. I didn't check to see if all these people deserved the bad ratings. I highly doubt they did, he probably just got beat and felt like rating them poorly. He should be warned and if it continues , he should be banned from giving out any ratings.
Maybe pm's should be sent to all the people who rated him with 4's and ask if they would be willing to withdraw them.

They do however, consider it an abuse of their system to poorly rate everyone and can issue warnings

Yes, he has been reported a couple of times before, mostly for ratings abuse and he can no longer give any ratings because of that. Let us sanction him properly, and for this particular report for one wall post, please do what the others said here about putting him on your foes list and on how to filter messages, if you have not yet done it.

Looks like this individual lost his ability to leave ratings.

well as of 9-13-09 this idiot is still leaving ratings

I looked at JaMarcus' profile and the last rating he was able to leave was on 3-24-2009.
So the admins do have a way of not letting players leave ratings.
I agree with you azzezzo, that swanydrew is abusing the rating system and should be stopped.

swanydrew has been warned.

And for the record, JaMarcus' ratings ban was issued on 3-24-2009 which is the last date he was able to leave ratings for someone and he got to give those last ratings at an earlier time of that day.
