Undeclared account sitting is fine of course, because there is no rule about saying it. I forget quite often myself to announce it.
However, sitting for tactical advantage is against the rules, which would certainly include having a brother play because he was faster, or because the timing of the move was better, and not because he was going to miss. It is in fact that situation, that was the inspiration for the babysitting rules in the first place. High ranks do this all the time fitzy- eg: Player is in a game but doesn't know the map well so he runs the clock down on his turn and arranges a sitter who does know the map well to take his turn-i have seen this done on difficult maps like Bamboo, Forbidden city,Iraq and Waterloo where a high ranker with little or no previous experience on 1 of these maps has played a great turn..and im sure you would agree that nobody plays these maps well first time up.

Law? LOL! First off you played this guy on his 35th game on rather a complicated map in mogul; Pies' first time on that map for that matter. A map that is also complicated for anyone, experienced or inexperienced. Your game chat as follows:

some take longer than others, and he probably starts at the bottom and works his way up....since this stays at the top....it will be done last...
Also, since he already said he plays on the same computer as his brothers.... the IP check is uneccessary. Its the same IP obviously.
What they have to figure out, is who was manning the player as he played, which...is rather diffcult...not to mention theoretically impossible... its a matter of deductive reasoning.
So, thats the hold up... and honestly, all of that is pretty obvious.
