When are the racketeering and gangsterism of this group of bad seeds going to be taken seriously? When are they going to be designated "special status" and be subject to enhanced penalties for all their future shenanigans?

He is purposely not taking his turn when he clearly has the chance, and said that he won't until the last minute, forcing the game to take longer than it should.

This is NOT what a hostage game is. A hostage game is when one person has, for all intents and purposes, won the game, but just needs to take out a last territory or two and instead either only deploys or goes around killing neutrals for a while, instead of killing the opponent.
