Basically, this starts when someone is reported. Abuse of ratings is just the continued misuse of the ratings system by handing out ratings but the game in reference does not coincide with it. Of course there is some leverage for a person to give his own personal view of the game, so we can expect 1 or a few ratings that only the giver can understand.
Remember that you give ratings based from the game you played. If there is a SIGNIFICANT NUMBER of ratings where the game/s in reference does not match with the given ratings or the games does not substantiate the ratings given, then this can be seen as a form of ratings abuse.
So be sure that when you hand out ratings, the game in reference should support what you give.
