I guess it might have been a glitch.

It is not a glitch. I just went through the game log and was able to trace all of the moves made in that first round. From the drop and the two attacks that were made by elestudiante, he/she was able to fortify 11 territories (23 troops) (not including Wan Chi and two other territories that were not fortified) to Wan Chi. I will list the paths below.

b) Kau Sai > Clearwater Bay > Po Lam > Kwun Tong
c) Kam Tin > Shek Kong > Shum Cheng > Tsuen Wan > Kwai Tsing > Sham Shui > Kowloon > Kwun Tong
