Conducting Secret Diplomacy

Game 3739476
Comments:
In this game, with me as the third viable player, in mid-game, infurior had created a very strong wall around the E continent, and ijavii had constructed a weak wall around A (adjacent to E). Specifically, infurior's 40 armies (10 armies per country) could have easily penetrated anywhere along ijavii's wall of only 4 armies (1 army per country). But infurior did not act. Rather, the pair continually attacked me round after round. (I survived to the end of the game only by having a strong position, and openly threatening to report them for conspiracy in the chat box, which modified their behavior a bit.)
What makes this a particularly clear violation of the rule against conspiring was the fact that, while the above-cited pattern remained:
1) infurior's position was not threatened by any player on the board.
2) By not acting, infurior allowed ijavii to have the premier bonus in the game (7 armies per round) while receiving only 5 himself in his position.
3) After that, round after round, infurior continued to allow ijavii to have 2+7 bonus armies for continents O and A, even though he could have disrupted this pattern, and any normal player would have done so.
The result is that the game, now in its 23rd round, is being easily won by ijavii. Clearly a gift from infurior to ijavii, which unfairly locked me out of any chance of winning.
Infurior has been questioned in this forum before (last month), and was cleared. I'm curious to read any logic at all for clearing him this time. I'm new here, so I don't know whether the games are saved turn-by-turn to allow a careful review, but if they are I'm sure the pair will be found guilty of blatant cheating.
