His opening gambit lures the unsuspecting Noob into replying... thus Klobber can target him as being a potential Noob who won't deadbeat.
Everyone else deadbeats - and the one who replied gets beat down by klobber before he knows that everyone else has deadbeated.

why would 6 new recruits all use all 4 games to play circus? All the same games too....

I could understand a new player using up one slot for this map for the first time but maybe someone could play their first four games on this map... i guess that's possible... but having six new recruits playing their first four games on this map and all joining in the same order with the same premium player sandwiched in between....

You could be in a corporate environment with multiple lans, one connected to the local network and one directly connected to the network at the corporate headquarters, so that one computer uses the local link to the new into the new and the other uses the link at the corporate headquarters. Conversely this can also happen if one uses a regular home computer and a work computer so networked.

This is the only rational explanation for Klobber's wins.
Frankly, I avoid playing newbies because their style is so unpredictable that many times I just get destroyed. I don't have to draw a picture but being a ranked player also means that you become a target. The only way Klobber can win consistently over newbies is by controlling them. This would, of course, mean that he's using proxies. When I have some time, I'm going to take a much closer look at his games.

As for the ratings abuse, that is still quite new, so we're still defining abuse really. Many people use the system not how it was intended by automatically leaving 5's for everyone. How is what he's doing any different than that? I had someone leave me a 5 for team and I suck at team. Should I report them? Two things will happen to the newbies who deadbeat and get 5's... they'll either never come back, so the rating is meaningless anyway, or they'll continue playing and that 5 will average out in the long run. Don't expect one person to singlehandedly warn the entire community of a deadbeat. If a player shows a history of deadbeating, it will show up in his rankings. With the previous feedback, even those with 50 negatives has positives as well.
So in this entire thread, is there any new evidence about possible multis?
