I think you should be prevented from making new tournaments until you finish the ones you already put on vacation.

I'm inclined to agree with OP. By vacationing a tournament, you are signifying that you don't have enough time to run the tournament at this time. If you don't have time to run that tournament, then you don't have time to start a new one. It is rude to the players who have signed up for your already active tournament to push them aside for a new one.
