Having all played each team in our groups once this is my proposal.

Teams 16 and 17 will play a play in match.

The others will qualify for the bracket phase.

1st place teams will have home advantage in round 1 along with 2 best placed 2nd placed teams.

I will wait 48 hours to see if there are any objections.
