is it possible 4 me 2 convert .VOB files in2 .MPeg2 files without a DVD burner?

ya but the files r on a dvd that i have, but i dont have a dvd burner so i cant rip the files

If you don't have a DVD-Rom or DVD-R/RW drive, then no software can read the disc.

What you've got there, friend, is a hardware issue.

Then what you are looking for is a DVD ripper, not a burner or converter. A ripper will do the converting for you.

Is this a commercial DVD or one that someone made for you? Because if its a burned DVD then all you need to do is pop it in and click on the drive in the My Computer window, then grab a .vob -> .mpg converter and you're off to the races.
