There was a fair amount of discussion about this topic here in Minnesota, so you aren't alone in questioning if the expense was necessary for all restrooms. When initially considered, the law wasn't about boy's restrooms. It was about providing tampons for girls who needed them. However, after deciding it was important to provide them, the secondary discussion of which restrooms to place them in, followed. Ultimately, it was decided to put them in all school restrooms.
I'm glad they came to an agreement, rather than let the legislation die on the vine due to a disagreement over where they are placed. As a woman who has experienced suddenly needing a tampon when in school, and who has daughters who likewise had occasions to need one, I am happy that Minnesota provides free tampons in school restrooms. Over two dozen states have such laws in place. It's needed.
