Round 1 - Council Discussions / Resolution Making
To start off, your council must discuss a global issue at hand. Hang on a second... what is a council you say? The United Nations is split into many parts within the General Assembly, with each council discussing different types of issues. Being the diligent United Nations delegate that you are, you have to write a resolution to solve this global issue. But of course, to do that, you have to check out the situation.
The councils are as follows:
Security Council
Issue: The possession of nuclear weapons by various countries.

You never know when a world crisis may pop up, out of the blue! In cases like these, the United Nations has to come together as a General Assembly and frantically come up with a resolution to solve this problem! In the General Assembly, you once again need to gather the support of delegates from other countries, and you needs loads and loads of them!

Round 4 - Debates
Good for you! You've successfully solved that sudden crisis! Now that's done, we need to return to our previous discussions. We need to debate for resolutions we agree with, and against resolutions we disagree with. We have to give our views on every single resolution that the United Nations has come up with, not just a few. And for these debates, we will be using the location where many debates and discussions take place: the U.S. Senate.
Play: Each delegate will play EVERY other delegate in a 2-player game
Games: Total of 15, each delegate plays 5
Advancing: Top 4 delegates will proceed
Map: U.S. Senate

Round 5 - Voting
Finally, it has come to decision time. Which resolutions will pass? Each delegation will want to know whether the various resolutions would really work. Thus, the delegations will visit each of the currently discussed situations and try to imagine whether the resolution would help ail the situation.
Grouping: 1 group of 4 delegates
Games: 4
Map: Respective*
Type: Standard
Order: Freestyle
Cards: Escalating
Fortifications: Unlimited
FoW: Sunny
Scoring: 1st - 4pts (+1 if on homeground); 2nd - 2pts; 3rd - 1pts; 4th - 0pts
*The maps will be chosen based on the councils each of the delegates present in this final round. (E.g. There are 2 delegates from Security, 1 from Trusteeship and 1 from Eco&Soc councils in this round, the maps will be twice on Arms Race!, once on Cairns Coral Coast, and once on Age of Merchants). Order of maps will be decided by points from Round 4, starting with the lowest scoring player, till the highest scoring player, with their corresponding maps.
The delegate with the most points at the end of this round will have his resolution passed by the United Nations, and thus declared the Best Delegate of the United Nations CC Conference!

In Round 1, the number of players each player has eliminated will be compared. The player with lowest number of eliminations will be out. In round 5, a tie-breaker will be played between the involved players. Do note that tie breakers will only be played if the tie is between contenders for the top title.
7. Reserves will only be used for Rounds 1-4. In Rounds 5, players who do not join will be dropped from the tournament. I don't think there will be people dropping out in Round 5 though.
