I'd like to quote this part of the rules here:

BUYING PROPERTY
Whenever you land on an available (unowned) property you may buy that property from the Bank at is given price and your ownership will be marked on the board. If you do not wish to buy the property, the Bank sells it through a blind auction to the highest bidder. Blind auction means that all players including the one who declined the option to buy may send a PM with their bidding price to simor who then reports on the outcome of the bid in this thread.

So, basically it means that even if legend doesn't buy it then it goes to an auction and everybody has the right to buy it.

TY for helping me understand the rules better. It's always good to see things a few times to become familiar. However, I only meant that I'm here (paying attention to the tournament) but cannot make any action until the territory is purchased or not purchase and therefore up for auction.
