Modern combat map/scenario

Hey,

I have a Risk variant that I've playtested with friends a few times, and it seems pretty balanced based on our experiences. Assuming that conquer club's software can integrate some special gameplay features, I'd really like to adapt it for this site. Those features are:

Random events between turns that add an element of unpredictability and flesh out the game's setting, as well as occasionally creating new choke points; some examples are:

Quebecois Independence – Quebec declares itself an independent nation, expelling all occupying armies to an adjacent territory (or imprisoned and removed from play if no friendly adjacent territories exist) and becoming a neutral territory with 10 armies.

Kashmir Crisis – Pakistan initiates a limited nuclear war to retake Kashmir; all armies in India are destroyed and replaced by 15 neutral armies, and the India/Middle East border is rendered impassable by nuclear fallout.

Militia Uprising – Various Christian Patriot, anti-tax, and isolationist militias attack military infrastructure in the Eastern and Western CONUS, destroying 10 armies in each territory. If all armies are destroyed, each territory becomes neutral with 5 armies as the prevailing groups establish new governments and vie for dominance.

Superweapons that allow players to remove armies from any territory every few turns; they are activated and deactivated by random events described above, such as:

WMD / Russia – Conventional Fractional Orbital Bombardment System available, allowing removal of 5 enemy armies per 5 turns anywhere on the map for all following turns until destroyed. If Eastern Europe is conquered, controlling player can use KEW strikes; if drawn while Eastern Europe is not controlled by Russia this card is invalid.

Counter-WMD / China – SC-22 missile operational, can disable one orbital weapon; if no orbital weapons are operational, those launched in the future will incorporate countermeasures against SC-22s.

Finally, this is intended to be played as a pre-set scenario with five player factions, and some neutral territories that do not attack but can defend. It's an Endwar-esque aesthetic where players can control the US, EU, Russia, China, or a fictional Bolivarian superpower. Taking place after Mexico falls to a Bolivarian coup and the US invades, it works best if roleplayed out as this causes a tremendous shitstorm and also because the Bolivarians start at a major disadvantage that they can only overcome by convincing another faction to invade America. It uses a slight variation on the standard Risk map, which I've uploaded here, this is the starting condition, and the victory condition is control over all capitals. Anyway, let me know if this is possible or not; I'd be open to changing it as much as necessary.

I like these ideas, Zaku. I have to admit that there really aren't many modern/near-future map ideas that quite tickle my little modernist fetish quite like the ones you've presented here.
