Population Map

Ok so I have an idea for a new kind of map. This map would quantify bonus worth by population.

There would be no typical bonus regions but each territory would have population worth. There would be weak territories that are only worth the typical +1 for 3. There would be Moderate territories worth +2 for every 3. Then there would be Dense Territories for +3 for every 3. Then there would be a few Very dense territories which would be +4 or +5 for 3.

Obviously there would be the most of the weakest and the quantity of territories would decrease with the increase of value.

Thoughts?

Could work. It might be a bit of a pain to keep track of who has how much of what, but not extremely bad.

How would deployment work? Can you guarantee everyone a fair start?

There in lies a small problem. Deployment would probably be largely luck of the draw. The higher populous areas could be made neutral but it couldn't be done everywhere.
