Detroit Map

Detroit is corrupt. From it's people to it's city council to the mayor who didn't resign until after he started his jail term.
They're number 1 in murder (and proud!) and are tops in many other crimes. Just what we need, more poking fun at it!
Here is the map idea:
A map of Detroit and it's many neighbors.
Each section would be a certain crime type, either assault, burglary, murder, drugs, gangs, etc etc.
Each crime would be worth a different weight. For example, have all the murders would be worth more than assault.
There could be guns scattered throughout the city.
There would be a safe place where you would get +2 autodeploy (corruption at city hall)
Just some starting ideas.
