48 regions give you a bad number only in a 4 player game.
48 regions:
2/3 players --> 16 , 0 neutrals
4 players --> 12 , 0 neutrals5 players --> 9 , 3 neutrals
6 players --> 8 , 0 neutrals
7 players --> 6 , 6 neutrals
8 players --> 6 , 0 neutrals
You could try to code some regions as starting neutrals or use starting positions... however,it depends on your gameplay, for example the santa zone and the elf zone are small, maybe you'll need some starting positions or starting neutrals to prevent an unfair drop.
Or maybe add 4 regions....as I suggested to you some time ago.(
