Where in the World is Gilligan? [Winner 72o]

I thought this game was quite fun to watch. Figured I'd start one. Shout out to 72o for putting this game on.
Gilligan is lost.
He was taking Lackattack's advice to travel to France, and decided to take a week long tour. Sure enough, Gilligan got lost on his very first boat tour. You'd think he would have learned by now. (He's really lost....)
You need to determine Gilligan's location, and you may use 20 yes or no questions to narrow down Gilligan's exact location. The winner will provide the street address where he is.
In order to encourage participation (and perhaps conserve precious questions), every question must be seconded before it will be answered. As long as questions are seconded, they can all be asked by the same person, or any number of people.
Your biggest clue is a snapshot of Gilligan's location from his cell phone. (aka Google Maps Street View.)

1) That's what I was originally thinking, so 2nd is he in the Eastern Hemisphere?
The answer is YES, Gilligan is in the Eastern Hemisphere as noted in

7) Is he west of 120 degrees east?
