I wonder whether the colors are on the same territory every time for some maps.

I think they are, Gallipoli being one and also a few others

there isn't any way for the xml of a map to be coded so that player 1: red is always on territory A but you can code it so that territory A is one of a few starting spots this is how conquest maps like the Age of Realms, Feudal and Kings court maps work among others
