Monthly scoreboard messed up

The 20 game minimum seems pretty high and makes the monthly scoreboard meaningless. Loads of players in the top 100 have dropped points. Like a guy goes from captain to lieutenant and according to CC he's having a great month because he's played 20 games? My score isn't even very high or hard to maintain and yet doing so would put me in the top 30 if I played more games. Surely winning 10/10 in a month is more successful than 5/20?
