I only want to know: if the dice and cards are rigged, who are they rigged for? Everybody I've ever met on this site has bad dice, so who has the good ones?

I don't know. The game just seems to favor certain players from game to game. Maybe certain players with connections are getting sweetheart deals, passing money under the table for good dice rolls. (If conquer club isn't making money like this already, they are dumb.) Mine is a conspiracy theory more than a faith-based belief.

Berlin mentioned cards. I have cashed in a card and received that same card at the end of my turn. Interesting.

And I also believe that the dice can be turned negative to punish players, players for instance who criticize the system and threaten to expose the graft that is going on. Players like me! I haven't been able to win a roll since I posted my obviously true theory, and other players can't lose. I'm losing interest in the game I am sorry to report.
