Rule enforcement re private interactions

CC recently banned use of the nnnnnnnnaughty word in the forums and advised me against using it on people's walls as well. Okay, whatever, I don't really feel any burning need to say it all the time, so I don't mind just saying something else instead.
However, I was under the impression that a 1v1 non-tourney game was a private affair. I perfectly reasonably believed that my game with llama was only being observed by myself and llama. He is someone I am a member of PL with, I play team games with and who I get on with pretty well. He is also one of the biggest (jokey) trash talkers I know on this site, so I (correctly) believed he would not care about me saying anything fruity. He has said that he did not want me to be banned for that game chat.
Why was a third party who had no involvement in the game able to successfully press for a ban regarding the game chat of a game that had nothing to do with them, and which neither of the game's players were concerned about? Does that mean that any time I am playing a game with people I regularly interact with on the forums, none of us are allowed to cuss, make obscure threats or generally trash talk and/or horse around, because if someone unrelated to the game stalks our activity, digs up the game and reports us, we will get banned?
