English syntax is not always what it seems.

Define "a Good Idea" as X, and "Good Idea" as Y. Then your question is as follows:
is X a Y? Because X =/= Y, it is trivial that 'is X a Y' is false. However, we can redefine your question.
Is a Good Idea an a Good Idea?
Once again, we define "a Good Idea" as X, then we get: is X an X? This time, it is trivial to see that this is true.

Please notice that Good was capitalized, thereby implying a universality. The same with Idea. So the question is, is a universal concept the same as a universal concept? However the question was written in human language, with all the inherent flaws in meaning and communication that engenders. So we have a universal truth expressed in less than truthful language. And we know that no answer can be more accurate than the least accurate measurement.
I hope that this settles any confusion.
