Third Crusade Map

I just played a 2 player Third Crusade game and my opponent went first. At the end of the first turn he had 28 regions and I had 14 leaving large swathes of the map invisible to me. (it was automatic initial deploy, not manual)

Is this common for this map? I think it possibly is as there are some regions where you start off with six troops.

I really like the map, but this seems very unbalanced.

That can happen on any map in 1v1.

Third Crusade is a fairly well-balanced map, I think, but like most maps you really need to play with 5 or more players. Below that, the distortive effects of first-turn advantage can give you really unbalanced results, and of course the fewer the players the greater the distortion is.

But in any(most) other 1v1 games you start off with 3 units on each region. Pretty hard to win that many 3v3 battles. This map there are a few regions starting with 6 units. I am assuming these are evenly distributed.

The capitals start with 6. I'm honestly not sure how they are distributed in 1v1. I know in larger games nobody ever starts with more than one capital. I don't know if that holds true in smaller games.
