Sure, 18-24 months ago, the number of clans exploded. But to be honest the "decline" since then is rather natural. Clans is probably the healthiest part of CC today.
At one stage there were "too many" clans to support active players interested in participating in that aspect of CC. Things have simply righted themselves.

I agree it's natural, but if you look at the number of veterans leaving compared to new members sticking in clans, the path is obvious.
