Does the Underdog feature on Philadelphia Map work properly

I don't believe I have seen the Underdog feature on the Philadelphia Map work properly. I often see negative values, apparently piling on if you are losing.

Can you clarify this a bit or point to this -1 bonus in the game log? I don't see any indication in the game log of your opponent getting a penalty. I've seen plenty of games with this working as designed. It looks like it's working here as well. Underdog bonus kicks in when a player holds a total of 3 or fewer territories. When your opponent held 3 territories, he got a +1.

OK, I think it was only one of the displays wrong, showing him getting -1 instead of 1.
You are right, he correctly received 1 for being down to 3 territories in two games.
I thought a number of times I have seen a -1 as a bonus when someone is down to a few territories and I had never seen the correct bonus but I think now it is a display glitch.
Now, I am not sure exactly which display was showing -1 instead of 1.

If you're able to grab a screenshot next time you see a -1 instead of +1, it will be helpful in debugging the display issue.
