I think it is actually correct. This was an older way of handling the XML before some additional features were added. The bonuses on that map are set up so every possible combination of 3 lakes awards +1. Now consider holding all lakes except for Lake Ontario (4 lakes, which should give a bonus of +2). You would get:
Superior+Michigan+Huron (+1)
Superior+Michigan+Erie (+1)
Superior+Erie+Huron (+1)
Erie+Michigan+Huron (+1)
Superior+Michigan+Huron+Erie (-2)
For a total bonus of +2. It's a bit weird, but it works out correctly.

unnecessarily confusing, dont you think? other maps manage to show it simply, but i accept your answer to be correct.
