Each country will have a team captain as we're implementing a bad dice clause (teams will post consistently bad rolls in chat with a possible rematch to be made upon review). The goal is to try and make this as fair as possible. Games will be tournament style so foes are not an issue and will be team vs team.

I don't think that is a really good idea to go on with this part. Playing a lot of games will average out bad dice, that should be enough. What you suggest won't work I think, everyone get bad dice at least one during a game.
Also, do you plan to make polymorphic game, team games, 1vs1 or multiplayers games ?
