It seems to me keeping it in callouts makes it more accessible to unique teammates, if that's what you're looking for. Making it a user group limits players, which is counteractive to your purpose.

If I remember correctly, it may be possible to create a free to join usergroup that doesn't need an invite from the group leader, and can just be joined from the Control Panel
Having said that, in my experience it's difficult to keep usergroups active which are not a clan, or founded on some non-cc activity.
Map explorers & Medal Heads have both stagnated, and even Team 2000+ died an ignominious death.
However, since I doubt many of the people in the OP regularly check into this thread, and the extent of their interest is perhaps just being amenable to invites from like-minded individuals, it's worth considering a usergroup, perhaps if only for something for peops to easily look at from their forum homepage every now and then
