Remember that this has to be open to the public teams as well, so I'd remove "Clan" from the heading. If it is meant for clans only, you'll have to pm me to get some ideas on how to do this. It was to be of a significant size etc. to get Clan Privileges. Here you can go smaller but it has to be open to the public and independent teams.

Sooooo...it's not a tourney....it's not a clan war but it requires 4 trips teams from each clan? And no medals. Then I guess this would be a non CC sanctioned private "THANG" ? Or is there new rules coming down the pike?

Sadly CC will not issue any awards or medals for this tourney nor even give chapcrap a contribution award for running it.
They are stipulating 10 players per clan before they grant gaming privs to chap.
I recommend we bypass the "sanctioning", set realistic requirements and have a "just for fun" private round robin clan tourney.

Why not just allow anyone without a clan to represent the 'clanless' clan (if anyone wants to)? Then it is still public, and allows each clan to be involved.
There have been plenty of other tournaments where there are restrictions on who can be in a team (must be a combination of officers and civs, must be from the same country), so surely there just needs to be some way for the clanless public to enter in order to be considered a legit tournament
